The Ukrainian military intelligence (HUR) warns that on the third anniversary of the invasion of Ukraine, which falls on 24th February 2025, Russia might declare its victory over Ukraine and NATO. Moscow has long portrayed the conflict with Ukraine as a war with the North Atlantic Alliance.

HUR reports that the Kremlin has issued instructions to its services to increase activities aimed at destabilising the situation in Ukraine and discrediting the country in the eyes of partner states. Russian propaganda narratives include slogans such as: "The West betrayed Ukraine" and "The Ukrainian government is illegal."

According to HUR, Russia is attempting to exploit the resumption of contacts with the US, which occurred during a meeting between the delegations of both countries in Saudi Arabia on February 18th. The goal is to deepen Ukrainian society's disappointment and weaken international support for Ukraine.

Ukrainian intelligence emphasises that these actions aim to destabilise the internal situation and weaken Ukraine's position on the international stage. Russia seeks to portray Ukraine as losing on the front and as corrupt, which is intended to discourage partners from further assistance.
