Zelensky outlines a confidential victory plan amid the war effort

On 16 October, President Volodymyr Zelensky is set to speak in the Verkhovna Rada, where he will present Ukraine's "victory plan". However, Ukrainians will not be able to fully learn its content.
Mykhailo Podolyak, advisor to the Head of the President's Office, made this announcement. He explained that some proposals within this plan would not be open to public discussion due to their particularly sensitive nature regarding the required quantity of weapons.
Public will not access details of the "victory plan"
Podolyak emphasized that President Zelensky wishes the public to understand that specific topics cannot be openly discussed. This specifically relates to the logistical components, such as the amount and forms of weaponry to be delivered to Ukraine.
Podolyak reassures that the president's "victory plan" is clear and logically structured. He adds that Kyiv's partners must decide whether they are "ready to capitulate together," as "Ukraine will not capitulate."
Simultaneously, he highlighted that Ukraine and its citizens are central to the victory plan, stating "only Ukraine can put the final accents in this war".
