Putin reveals secret Ukrainian offer at BRICS summit

The three-day BRICS summit in Kazan has concluded. In his closing address, Vladimir Putin argued that "Ukraine is being used to pose a strategic threat to Russia" and to "defeat Moscow." He assured that these are "illusory intentions," according to Reuters.
Later, during a press conference summarising the summit, Putin announced that he received a "secret offer" from Ukraine in September.
Did Kyiv have an offer for Moscow?
The Ukrainska Pravda portal, citing the pro-Kremlin RIA Novosti agency, reports this. Vladimir Putin allegedly conveyed these "revelations" after the summit in Kazan ended.
- Turkey took the initiative regarding the situation in the Black Sea: ensuring safe navigation, concluding certain agreements, and agreements concerning the security of nuclear energy facilities - said the Russian leader, adding that the Turkish representative at the September session of the UN General Assembly in New York received Ukraine's offer for Russia. This information was communicated to the Kremlin.
As he stated, Putin agreed to this proposal, but then Ukrainian President Volodymyr Zelensky announced the Victory Plan. In his view, this excluded the possibility of negotiations. However, Putin did not disclose the details of the offer to the Kremlin leader.
When asked to assess the likelihood of ending the war with Ukraine on a scale from one to ten, Putin stated that he considers it inappropriate to provide any numbers or forecasts.
