Permission for Ukrainians to use long-range ATACMS missiles was granted in response to Russia's unexpected decision to involve North Korean troops in the military actions, according to American officials.
Although those interviewed do not anticipate this decision will significantly impact the war's course, one of the aims of Biden's policy shift, in their view, is to signal to the North Koreans that their forces are at risk.
