Russian dictator Vladimir Putin spoke at the Ministry of Internal Affairs forum. He repeated that Russia is allegedly "in a difficult period of its history." - After the fall of the USSR, our geopolitical enemies aimed for the further fall of Russia and the subjugation of what remained - he said. Threats were also made.

Many reports by Russian media or government representatives contain elements of propaganda. Such reports are part of the Russian Federation's information war.

Putin addressed the several hundred Russian MIA representatives gathered in the hall, who dutifully nodded and meticulously noted the dictator's words. Among the topics discussed were ensuring public order, the work of local police services, fighting extremism and organised crime, suppressing illegal immigration, and the necessity of "urgently securing public places."

Putin threatens the perpetrators of the attack

- Russia is in a difficult period of its history. That is clear to everyone. After the fall of the USSR, our geopolitical enemies set out to cause further fall of Russia and to subjugate what remained. I say this with full conviction as a former director of the FSB. Some desire revenge for Hitler's and Napoleon's failed campaigns - said Putin.

The dictator, commenting on the investigation into the terrorist attack on the Crocus City Hall concert hall, said it is important "to identify not only the direct perpetrators but also all links in the chain of ultimate criminal beneficiaries of this crime".

- We will surely reach them. And this is what I would like to say about it. Those who use this weapon, and it is a weapon used against Russia, and it is already clear today, must understand that it is double-edged - threatened.

On Sunday, the Russian National Anti-Terrorism Committee (NAK) reported the detention of three individuals during an "anti-terrorist operation" in Dagestan. According to NAK, the men planned "terrorist-type crimes". They were found with automatic weapons, ammunition, and a homemade explosive device.

On March 22nd, an attack occurred in Krasnogorsk near Moscow at a concert hall, with at least 144 people killed and 551 injured. The Islamic State of Khorasan Province, an Afghan wing of the terrorist organisation, claimed responsibility for the attack.

Following the attack in Russia, there has been an increase in the persecution of citizens from Tajikistan. Many of them are fleeing the country in panic.

New migration policy in Russia

The Russian dictator also spoke about the need for a "new approach to migration policy".

- When you start to understand the circumstances of a specific case, a specific crime, it turns out that a person has entered Russia without any special problems: went through all the formalities, got a work permit, often having a whole bunch of offences behind. Then they apply for citizenship without even knowing the basic Russian language - said Putin and added, "Our compatriots, whose ancestors were raised in the most central regions of our country, sometimes cannot obtain citizenship for years".

- I've already said that we need to profoundly and radically renew our approach to migration policy - he added.

Putin also addressed the issue of Ukraine's occupied territories. He stated that as many as 3.2 million citizens of the Kherson, Luhansk, Donetsk, and Kharkiv regions have already received Russian passports.

We need to increase readiness for emergencies. Public places in the Russian Federation must be urgently guarded, Putin instructed his officials, adding that "internal and external threats of the country are often interconnected and aim to restrain Russia."
