Putin pledges to "restore order" in annexed Ukrainian regions
Vladimir Putin announced the "Restoring order" in Donbas and Novorossiya, that is, in the area annexed by the Kremlin in Ukraine. The changes are to include, among others, the implementation of the plans of the Ministry of Defense of the Russian Federation, i.e., the deployment of the S-300 missile systems in combination with other air defense measures.

The Kremlin revealed its latest plans during the Thursday congress of the Russian Union of Industrialists and Entrepreneurs. It aims to protect sites in the Zaporizhzhia Oblast from air attacks. Vladimir Putin described this initiative as establishing "order".
"The most difficult trials that people in these regions have been facing since 2014 are sometimes hard to comprehend. We will restore order there, that's for sure," he stated.
This affects the area of the Donetsk and Luhansk People's Republics and Kherson and Zaporizhzhia Oblasts. These territories were annexed to Russia in September 2022 due to illegal and unrecognized by most state referendums.
"Protective dome" over "Novorossiya"
In the annexed territories, Russia has established puppet authorities. Putin refers to this area seized from Ukraine as "Novorossiya". In the occupied cities, the authorities force citizens to accept Russian passports.
At the beginning of this year, Putin announced the "revival" of Donbas and "Novorossiya". He encouraged major banks to overcome their fear of sanctions and to engage in the new regions.
As reported by gazeta.ru, Moscow's plan also envisages creating a defense system across the entire Zaporizhzhia region. Such a "protective dome" is expected to be established using the S-300 missile system, other modern air defense systems, and military air defense measures by the Dnieper River Group Forces.
