The American Institute for the Study of War (ISW) developed an interactive map that identifies 245 Russian military targets in Ukraine, which could be attacked with ATACMS missiles if the USA grants permission.

The list compiled by ISW includes field camps, installations supporting Russians fighting on Ukrainian territory, headquarters of regiments, brigades, and divisions, ammunition depots, and military airfields. The locations of these facilities have been verified and confirmed.
Hundreds of potential targets for Kyiv
Yesterday, Russian Foreign Minister Sergey Lavrov asserted that the USA is preparing to grant such permission. Russia "has its own doctrine of the use of nuclear weapons, now being clarified," he threatened. He warned the Western nuclear powers against supporting Ukrainian attacks on Russian territory.
On Tuesday, Politico reported that "Ukrainian officials are preparing to present a list of long-range targets in Russia to top U.S. national security officials," Kyiv officials are to make a "a last-ditch effort" to convince the USA to grant permission for the attack.
Palanyca - Kyiv's new weapon
At the same time, the Western refusal to approve the use of weapons for attacks deep into Russia does not mean that Ukraine will not proceed. Kyiv may use its own weapons, such as the "Palanyca" missile drone, whose effective strike was confirmed during the 33rd anniversary of independence celebrations by Ukrainian President Volodymyr Zelensky.
Ukraine is preparing a counterstrike with its own weapons, said Ukrainian Defence Minister Rustem Umerov, commenting on another massive Russian missile attack on Ukrainian civilian infrastructure that took place on 26th August.
