Russian state duma grants bailiffs the right to use firearms on duty
The Russian State Duma has adopted a bill authorising all enforcement officers to use physical force, special measures, and firearms in some instances. This means bailiffs could use devices like tasers, handcuffs, and guns. Special rules have been established.

The document has been considered by the Duma representatives since April. Deputies first accepted the initial proposal in May, and it was then supplemented by the law "On the Enforcement Agencies of the Russian Federation." Therefore, the plenary session proceeded swiftly, and the document will come into effect.
As reported by "The Moscow Times," bailiffs and enforcement officers will have the right to use firearms to protect judges, trial participants, witnesses and citizens, as well as colleagues, if they become victims of an attack involving life- or health-threatening violence.
Firearms can be used to prevent escapes from custody, attempts to seize weapons from law enforcement officers, and group or armed attacks on courts and law enforcement buildings. Moreover, bailiffs can use firearms to detain a person caught committing a severe crime and attempting to flee if they cannot be stopped in any other way.
Besides firearms, they will be able to use rubber batons, handcuffs, tear gas and tasers. Bailiffs must warn the citizens of their intention to use force, weapons, and special equipment.
Who will bailiffs in Russia not be allowed to shoot?
The law prohibits the use of firearms against pregnant women, people with obvious signs of disability, and minors. The exception is individuals in these categories who offer armed resistance or carry out a collective attack threatening the life and health of citizens or bailiffs.
An employee is not liable for damage caused to citizens and organisations during the use of firearms or special equipment if they were used in accordance with the law, write the Russian media.
Enforcement officers will undergo special training concerning their suitability for the aforementioned actions at least once a year. If they decide to use firearms, they will need to assist the injured person and then notify the prosecution office and their superiors.
