Kremlin's nuclear doctrine shift sparks global unease, warns NSB chief
The Head of the National Security Bureau warned against the Kremlin's actions. Russia is heading towards changing the world order, stated Jacek Siewiera.

The Chief of the NSB referred to the issue of how real the threat is related to Vladimir Putin's planning to change the doctrine of nuclear weapons use and Alexander Lukashenko's threatening to use these weapons against Poland.
According to Siewiera, we are dealing with another phase of the Russian psychological war, this time through the military-political tool, which is the doctrine of using strategic means.
Siewiera highlighted the paradox that nuclear weapons are most effective when they remain unused, serving instead as tools for warnings, signalling, and shaping policy by setting clear red lines. He emphasized that Russia's shift in its doctrine, especially during an ongoing war it struggles to win as planned, should spark significant discussion about the implications of such changes from a permanent member of the UN Security Council.
He noted that Russia's actions are driven by the demands of the ongoing conflict and its ambition to pursue a larger, strategic reshaping of the global order.

Siewiera noted that the change in the doctrine is taking place in the context of two processes. One of them is an advanced and developing international dialogue on Ukraine's deep strikes on the territory of the Russian Federation.
He added that the second process attempts to steer the conflict towards diplomatic solutions that serve Russia's interests and are carried out on its terms. "Both of these vectors are attempts to establish red lines for Western countries," stated the Chief of the NSB.
